Land mines and other types of explosive ordnance are designed for several military purposes, including killing and injuring opposing forces personnel, destroying vehicles and other military equipment, and denying access or movement to enemy units by creating dangerous and lethal conditions, or causing hesitation on the part of enemy forces because of the fear of those dangerous ordnance.

The consequences of land mines and UXO last long after a conflict has ended, and the greatest degree of danger often falls upon a civilian population which was not involved in the conflict. These people are usually trying to recover from the tragedy of war and survive day to day, hoping to resume normal lives. These innocent people, many of them children, face the danger every day of being killed or maimed for life. If they survive they become a heavy burden for their families, who are often poor and who must support and care for a seriously injured family member for many years or a lifetime. They also are denied access to large tracts of land which could be returned to agricultural productivity or other economic use, thus restricting their options for income generation and economic development.
